E-Way Bill shall be generated by every registered person who causes the movement of goods by way of consignment value exceeding Rs.50,000 for the purpose of supply; or otherwise for reasons other than supply; or inward supply from unregistered person; an unregistered transporter can enroll and generate the e-way bill for movement of goods for his clients.

Yes! The period for which the E-way Bill or consolidated E-way Bill is valid is dependent on the distance to be travelled by the goods. That is: 1 day for up to 100 kilometers and every 100 km thereafter will be one more day.
